The loss of the ability to trigger orders/barbs/mark of pain makes it a net loss.

If you didnt bring those skills then theres 0 loss...

But shadow, its not an extra 42damage per hit unless u change targets each hit because the time doesnt stack. If you hit once every 2secons i think it is then its +28dmg per hit. But yeah....

I have a furious for running around in, vampiric for attacking, zealous if i need energy and 4 elementals for different pve area, or if im attacking a warrior. Only one is in my weapon slots at each time though.

At 12 specced into Curses, barbs does +12 damage and order of pain does +13 on a hit; +25 is still less than the +42 from burning. Even if the necro has 16 curses those skills together still do less than +42 damage, making your statement about "a net loss" incorrect. It might have less utility, but that's what weaponswapping is for.

1. Burning doesn't stack with itself. If you hit the target again before it stops burning, you reset the burning duration and lose whatever time was left. The base attack speed on spears is 1.5sec. Aggressive refrain pulls that down to 1.125sec. That's +15.75 damage per attack, not +42. Unless you're seriously telling us that you switch targets every single hit...

2. There isn't a curse necro on earth that runs a 12 spec. Many run a 14 spec. That's +14 for barbs and 38AoE damage from MoP. Moreover, curse necros are one place where I will gladly take the hp hit to run a Sup. rune for the added damage, so those figures can be taken up to 16 and 42. Orders characters run blood at less than max so that they can run a third line. My splinter/orders heroes usually run 11 blood (12 or 13 if I'm less stingy about their runes) and Racthoh's D/N runs 10 blood. So that's +12 or +13 for orders.

3. Barbs triggers whenever ANY physical team member hits the target. So does MoP. Orders triggers whenever ANY physical team member hits anything at all. Since burning doesn't stack, MoR only boosts ONE party member's hits at a time. If you're already hitting the target with your firey spear, then the ele's fire-damage wand shots and fire-damage spells (Searing Flames?) aren't getting any bonus damage.

So, a more accurate comparison is something between +26 and +29 and big AoE damage versus +15.75. The necro support is about twice as good when you compare 1-to-1, and far more than that if you take the rest of your team into consideration (and even more yet if you have clumped foes to AoE).

If you didn't bring those skills, you've probably made a foolish decision. Unless you're running your paragon as a one-off character in a caster team (read: "CoP spam") just so that you've got a SY spammer, there's pretty much nothing out there that outshines necro support for a physical-based team.
